The current situation in Tyre remains as worrying as ever. This Phoenician city continues to face great threats to its outstanding universal value.

The Cultural Heritage and Urban Development (CHUD) project has been in its operational phase since 2004. It was launched in 2002 by the Lebanese government, with the support of the World Bank, the French Development Agency (AFD) and the Italian government. The project aims to safeguard, develop and revitalize the heritage of five Lebanese cities, including Tyre. It endeavors to restore coherence to the cultural and architectural heritage of these cities and turn them into a center for cultural tourism development.

In Tyre, the project is divided into two phases. The first focuses on a cultural circuit of the old city and was achieved in 2009. The second phase, started in 2010 and to be completed in 2012, is aimed at infrastructure rehabilitation (port, thoroughfares, popular market and archeological sites).

However, these works carried out under the supervision of the Council for Development and Reconstruction (CDR) are not in accordance with the plan set out by the late Sheikh Pierre El-Khoury, who was in charge of the project:

1) Initially, it was planned to redevelop the fishing port in its antique form, renovate the maritime façade of the port and rehabilitate the souks near the port and the coastal promenade between the fishing port and the archeological sites. However, despite our interventions to try to save the antique port’s foundations, we remain powerless before the chaotic works that do not respect the areas to be protected, defined by the experts. For instance: a dike is widened 8 meters in an area rich in archeological remains and huge cement blocks were piled up in that area, seriously threatening the subaquatic heritage. Moreover, modern constructions are underway within the antique port itself.

2) The building that housed the fishermen’s syndicate built illegally during the war at the center of the port was meant to be demolished and the syndicate moved to the building recently erected on the Northern dike. However, another building will now be built at the same location of the syndicate, with a modern architectural design that would stand out from the rest of the site, burying archeological remains under tons of concrete and obstructing the port view.

3) Also it is primordial, before renovating the façade, to demolish the illegal floors of the two buildings overlooking the port, which were built during the war.

4) The popular markets, located at the entrance of the old city next to a car parking lot in “Al Bawabeh” area, were supposed to be moved to allow for the construction of an open-air crafts market. These vegetable and meat markets will now be relocated in a huge warehouse covered by a massive metallic structure at the same place. The CDR in charge of the project has amended the initial plan.

For all these reasons, we call on the Lebanese Minister of Public Works and Transport, the CDR, the French Embassy in Lebanon, the AFD and the Italian Embassy to instantly stop the works underway in the Port of Tyre, which endanger such archaeological heritage of great historical value.

We also call on the Lebanese Minister of Culture to submit the archaeological map of Tyre city and its surroundings without further delay, as requested by the UNESCO and World Heritage Centre through several resolutions since over ten years.

Sauvons le Port phénicien de Tyr (Liban-sud)

La situation actuelle à Tyr demeure plus préoccupante que jamais. Cette ville phénicienne continue de faire face à de grandes menaces contre sa valeur universelle exceptionnelle.

En phase opérationnelle depuis 2004, le projet CHUD « Patrimoine Culturel et Développement Urbain » lancé en 2002 par le Gouvernement libanais avec le soutien de la Banque Mondiale, l’Agence Française pour le Développement (AFD) et le Gouvernement italien vise à sauvegarder, valoriser et revitaliser le patrimoine de cinq villes libanaises, dont Tyr. Il s’agit de redonner une cohérence au patrimoine culturel et architectural de ces villes pour en faire un pôle de développement touristique culturel.

A Tyr, le projet est divisé en deux phases. Les travaux de la première phase concentrée sur un circuit culturel dans la vieille ville ont été achevés en 2009. Ceux de la deuxième phase, initiée en 2010, se termineront en 2012. Ils sont axés sur la réhabilitation des infrastructures (Port, voies de circulation, marché populaire et sites archéologiques).

Cependant, ces travaux réalisés sous la supervision du Conseil de Développement et de Reconstruction (CDR) ne sont pas conformes au plan élaboré par le regretté Cheikh Pierre El-Khoury qui était en charge du projet :

1) Initialement, il était prévu de réaménager le Port de pêche dans sa forme antique, rénover la façade maritime du Port et réhabiliter les souks près du Port et la promenade côtière reliant le Port de pêche aux sites archéologiques. Or, malgré nos interventions pour tenter de préserver les fondations du Port antique, nous assistons impuissants à des travaux anarchiques ne respectant pas les zones à protéger définies par les experts. Pour exemple : le remblaiement d’une digue pour devenir 8 mètres de large dans une région riche en vestiges et l’amoncellement d’immenses blocs de ciment dans cette zone, ce qui menace gravement le patrimoine subaquatique. Aussi, des constructions modernes sont en cours d’exécution dans l’enceinte même de ce Port.

2) L’immeuble qui abritait le syndicat des pêcheurs, construit illégalement pendant la guerre au centre du Port, devait être rasé et le syndicat déplacé dans le bâtiment construit récemment sur la digue Nord. Or, il est actuellement prévu d’en reconstruire un autre au même endroit du syndicat avec une architecture moderne qui trancherait avec le site, ensevelirait des vestiges sous des tonnes de béton et entraverait le panorama du Port.

3) Aussi, il est capital de détruire les étages illégaux de deux immeubles surplombant le Port, construits pendant la guerre, avant la rénovation de la façade.

4) Les souks populaires se trouvant à l’entrée de la vieille ville, près d’un parc de stationnement de voitures dans la région de « Al Bawabeh », devaient être déplacés pour construire un marché artisanal ouvert. Ces souks de légumes et de viande seront logés dans un immense hangar recouvert d’une structure métallique massive au même endroit. Le CDR en charge du projet a modifié le plan initial.

C’est pourquoi nous appelons le Ministre libanais des Travaux publics et des Transports, le CDR, l’Ambassade de France au Liban, l’AFD et l’Ambassade d’Italie à arrêter instamment les travaux en cours dans le Port de Tyr, mettant en danger ce Patrimoine archéologique de grande valeur historique.

Nous demandons également au Ministre libanais de la Culture de délivrer sans plus tarder la carte archéologique de la ville de Tyr et ses environs, sollicitée par l’UNESCO et le Patrimoine Mondial par plusieurs résolutions depuis plus de dix ans.

أنقذوا مرفأ صور التاريخي، جنوب لبنان

لا يزال الوضع في صور يبعث على القلق، لأن هذه المدينة الفينيقية تواجه مخاطر جمّة تهدد قيمتها العالمية الاستثنائية

إن "مشروع الإرث الثقافي والتنمية المدينية" القائم منذ عام ٢٠٠٤ هو مشروع أطلقته الدولة اللبنانية بدعم من البنك الدولي ووكالة التنمية الفرنسية والحكومة الإيطالية، ويهدف الى حماية تراث خمس مدن وتعزيزه وتنشيطه، ومن بينها صور

هذا المشروع يقوم على إضفاء تناغم بين التراث الثقافي والمعماري في هذه المدن، فتكون مركزًا لتنمية السياحة الثقافية

أعمال هذا المشروع في صور مقسّمة على مرحلتين، وقد أُنجزت المرحلة الاولى عام ٢٠٠٩ التي اقتصرت على إقامة مسار ثقافي في البلدة القديمة. أما أعمال المرحلة الثانية، فبدأت في نهاية عام ٢٠١٠ على أن تنتهي عام ٢٠١٢، وهي إعادة تأهيل البنية التحتية: المرفأ، الطرق، السوق الشعبية والمواقع الأثرية

غير أن الأشغال التي يشرف على تنفيذها مجلس الإنماء والإعمار، في إطار هذا المشروع، ليست مطابقة للمخطط الذي وضعه المهندس المعماري الراحل الشيخ بيار الخوري الذي كان يتولى هذا المشروع

كان من المفترض إعادة تطوير مرفأ الصيد في شكله القديم وترميم الواجهة البحرية وإعادة تأهيل الأسواق المحيطة بالمرفأ وتوسيع الكورنيش الذي يربط ميناء الصيد بالمواقع الأثرية. ولكن، وعلى الرغم من تدخلاتنا بغية الحفاظ على أسس المرفأ، نقف عاجزين أمام الأعمال العشوائية التي لا تأخذ في الحسبان المواقع التي أكد الخبراء ضرورة حمايتها. على سبيل المثال، تعريض السنسول ثمانية أمتار في مكان يحتوي على آثار مهمة، وعملية وضع مكعبات إسمنت ضخمة في هذا الموقع، ما شكل تهديدًا خطرًا على التراث المغمور بالمياه. كذلك هناك تشييد لمبانٍ حديثة داخل حرم المرفأ التاريخي

 المبنى القديم لنقابة الصيادين الذي بني في وسط المرفأ خلال الحرب وخلافًا للقانون، كان من المفترض إلغاؤه كليًّا ونقل النقابة الى المبنى الذي شُيّد حديثًا على السنسول الشمالي، إلا أن العمل جارٍ على هدم هذا المبنى لتشييد آخر مكانه وفق هندسة معمارية حديثة لا تتماشى مع الموقع، وعلى دفن الآثار تحت أطنان من الإسمنت

من الضروري هدم الطبقات المخالفة في مبنيين مطلين على المرفأ ومشيّدين أثناء الحرب، قبل البدء بترميم الواجهة البحرية

الأسواق الشعبية في مدخل صور قرب مرآب السيارات في منطقة "البوابة" ، كان يجب أن تُنقل ويتم تشييد سوق حرفية مفتوحة لكن مجلس الإنماء والإعمار المكلّف تنفيذ هذا المشروع المخطط سابقا عدّل وقرر وضع أسواق الخضر واللحم في مستوعب حديد ضخم جدًّا في المكان عينه

وفي ضوء ذلك، ندعو وزارة الأشغال العامة والنقل، ومجلس الإنماء والإعمار، والسفارة الفرنسية في لبنان، ووكالة التنمية الفرنسية والسفارة الإيطالية، الى تجميد الأشغال الجارية في مرفأ صور والتي تهدد هذا الإرث الأثري التاريخي

كذلك نطلب من وزارة الثقافة اللبنانية أن تسلّم في أسرع وقت ممكن الخارطة الأركيولوجية لصور وجوارها، والتي تطالب بها الأونيسكو ولجنة التراث العالمي عبر قرارات عدة منذ أكثر من عشر سنوات
